CHALLENGE: The Ontario government is urging the federal government to reform bail laws to keep repeat and violent offenders off the streets. Despite provincial investments in law enforcement, Ontario’s ability to enforce stricter bail conditions is limited by federal law, leading to concerns over rising crime and public safety.

INSIGHT: To illustrate how easily offenders are released, we placed messages at popular Ontario exit points like malls and hypermarkets. This campaign draws a parallel to how easily criminals “walk out” under current bail laws, emphasizing the need for stricter policies to protect communities.

SOLUTION: The “Open Jail” campaign leveraged cutting-edge AI tools like MidJourney and Runway ML to create powerful, hyper-realistic visuals and immersive storytelling that exposed the alarming reality of weak bail laws. By blurring the lines between reality and simulation, we brought a dystopian truth to life—criminals walking free as if prison doors were nothing more than a revolving exit.
